Canadian Conference on Social Enterprise Policy Forum Recommendations

Held on November 19th and 20th, 2009 at The MaRS Centre, Toronto, the two-day Policy Forum, was part of the Third Canadian Conference on Social Enterprise. One hundred and forty delegates and twenty speakers collaborated throughout the Forum to advance the thinking on how to create an enabling environment in which social enterprise can thrive in Canada.

A total of 27 strategy recommendations were identified by the six policy forum discussion groups:

Creating an Enabling Environment for Social Enterprise: A Draft Policy Framework

This paper makes the argument that meeting the social, environmental and economic needs of communities requires a diversity of business models and service delivery systems. Based on evolving research evidence and research papers, social enterprise is a fundamental component to this complexity.

Supporting the development, growth and success of social enterprises therefore is a central aspect of creating healthy communities. Social enterprises contribute to healthy communities through direct participation in the market and by strengthening non-profit organizations.

Legislative Innovations and Social Enterprise: Structural Lessons for Canada

This report provides a succint overview of the challenges and opportunities of developing a new legislative infrastructure to support the emergence of more social enterprise in the country.

Authors Richard Bridge and Stacey Corriveau argue that governments should modernize the organizational infrastructure that applies to social enterprise to better enable it to flourish. A relatively modest start would be new legislation enabling the creation of a legal structure specifically for the purpose of social enterprise.

More Reflections on Legal Structures for Community Enterprise

This paper revisits the potential benefits and consequences of the Federal Government incorporating a new legal structures intended to help social or community enterprises to flourish. Author Richard Bridge also examines how a new Canadian legal structure would fit in relation to the existing options: co-operatives, non-profit organizations, and business corporations. It also briefly notes new legislative developments unfolding in some American states, and looks to precedents already set in the UK.

Ontario is making it easier for not-for-profit corporations to operate and do business in today's marketplace while strengthening the economy and creating jobs.

The province's Not-for-Profit Corporations Act passed third reading today in the Ontario Legislature. Upon Royal Assent the new legislation will provide Ontario's 46,000 not-for-profit corporations with a modern, legal framework.
