Community Development Corporations
There are over 300 Community Futures Development Corporations and Community Business Development Corporations (CFDCs/CBDCs) in Canada that provide their communities with a variety of services including business development loans, technical support, training and information.
In addition to the business development component, CFDCs/CBDCs involve themselves in a wide array of community initiatives, including strategic planning processes, research and feasibility studies, and the implementation of a diverse range of community economic development (CED) projects. Some of their services are available to social enterprise practitioners. Find your local CFDC/CBDC at Community Futures Network of Canada.

I think that this can be into people's advance, but the only thing that they need to do is to know how to act in a situation like this..and maybe we'll see the results in a short while.
